Punjab’s Information and Culture Minister Azma Bukhari has announced the safety framework and Standard Operating Procedures approved for Basant celebrations in Lahore, emphasizing that the festival’s revival is being carried out under clear rules and oversight.
She stated that Basant will be celebrated strictly within the Lahore district to allow better management and enforcement. Kite sales will be limited to government approved stalls, and only cotton string will be permitted. The use of hazardous materials will remain strictly prohibited.

The minister added that motorcycle movement will remain restricted during the celebrations. As part of enhanced security measures, wires will be installed on motorbikes to reduce risks and ensure compliance with safety rules.
To support public mobility, free public transport will be available on all Basant days. This will be supported by more than 5,000 registered rickshaws providing supervised rides across the city. Monitoring of drone activity and digital platforms will also be carried out to prevent violations.
Azma Bukhari said these measures are aimed at protecting lives while allowing citizens to enjoy the festival responsibly.
