“Tell the believing men that they should lower their gaze and guard their modesty; that will make for greater purity for them; Surely Allah is well acquainted with all that they do.” (Quran 24:30). Lowering the gaze does not mean keeping our eyes constantly on the ground and not looking up at all. But that is what Maktaba-tul-Madina deduced.
Lowering your gaze, in Islamic terminology refers to a number of things which includes refraining from looking at open body parts (until there is some sort of accident happens), the beauty of non-mahram women, the wealth of others, and inside the houses of neighbors. According to the Holy Prophet (PBUH), lowering the gaze is a trait of a believer.
However, seems as though it is too difficult for some men to resist and lower their gaze that they need a pair of tinted glasses to do the job. These are not just any tinted glasses though, their top half is totally blurred.

Regarding the modesty of women, some people say it is not about the dressing, it is about the mentality. Meanwhile, some say that it is not about the mentality, it is about the dressing. At the end of the day, it is about righteousness. If a man sees a woman wearing a provocative dress, he should do the right thing and lower his gaze because that is what a believer is commanded to do.
Women are stared at even if they are fully covered. Hence, it is the mentality of men in our society that has to be corrected. It is them who need to guard their modesty. But it seems as though their gaze is not in their own hands.
What is even the purpose of these glasses? Not only is it absolutely absurd but also hazardous. Imagine walking around with glasses that only allow you to see the ground and hitting everything that comes your way.
